What they do:
Between black market kaiju parts and cults that believe the kaiju are the saviors of the world, things get a little weird. Experimentations. Missing persons. Abnormalities and side-effects from Kaiju Blue. Things that fall into the cracks that the government either turns a blind eye to or is too scared to slip down after them, lest they find out just how much of a mess humanity's still managed to burrow into, even with the threat of the end of the world always hanging in some not too distant future. But people notice, and some have elected to make it their problem.
Some have had first-hand experiences. Former addicts, those seeking to protect others from falling prey to the same fate or refusing to accept that fate and search for a turn-around. Ranger dropouts who haven't got the fight out of them and are willing to take their spirit and moves to the gritty underworld of sub-kaiju culture. Scientists and researchers willing to cross a few lines because the ones they're dealing with already have.
